Del. Phillip A. Hamilton, R-Newport News, under an ethics cloud and defeated for re-election, has resigned from the House of Delegates seat he has held for 21 years. The early resignation apparently takes Hamilton off the hook from a House ethics investigation. Paul Nardo, an administrative aide to Speaker of the House William J. Howell, R-Stafford, said the speaker interprets the reach of the House Ethics Advisory Panel as being limited to members of the House of Delegates.

NEWPORT NEWS (AP)—Newport News police say a shooting has left one woman dead and another person in the hospital. The 42-year-old woman and 29-year-old man were shot early this morning in an apartment complex parking lot. Police found them sitting in their car in the parking lot of a different complex. Both had been shot several times, and the woman died at the scene. The man, who was not identified, was taken to an area hospital.

The city spent more than two decades and $55 million chasing its goal. At long last, after yet another setback, city officials wisely have decided to end the quest.
