In an effort to jump-start a stalled state economy amid the national recession, Gov. Timothy M. Kaine last night set a goal to bid 30 capital construction projects worth $250 million by July 1.

In making his cuts, Governor Kaine did make some tough choices, and I applaud him for his effort. However, in some cases, his priorities for cuts are not ours. . . . His proposal makes drug dealers and gang members eligible for early release. That’s wrong. Del. David B.
