Run-down conditions at Virginia Beach’s animal shelter have allowed a deadly virus to spread and force the euthanization of 24 dogs. Cracks in the floors and walls and porous surfaces can trap parvo and make the shelter hard to disinfect. Parvo is spread through feces. Officials say the cinderblock-and-concrete shelter, built in 1974, should be replaced, but the city lacks the estimated $20 million to build a new one.

Va. justices strike down Beach noise ordinance  04/18/09 12:01 AM

The Virginia Supreme Court has struck down Virginia Beach’s noise ordinance as unconstitutionally vague, in a decision that could have wide repercussions. Yesterday’s 13-page ruling stemmed from a challenge by the owners of The Peppermint Beach Club on Atlantic Avenue, which was repeatedly warned and cited by police for music sound levels in violation of the ordinance.

Man to be sentenced for hiring homeless to cash stolen checks  04/10/09 12:01 AM

A man who recruited homeless people to cash stolen checks—including five he drove from a Virginia Beach shelter to Richmond—will be sentenced in federal court today. Myron Kylen Nelson, 25, of Charlotte, N.C., is facing up to 30 years in prison for conspiracy to commit bank fraud in a scheme in which homeless people were paid to cash the stolen and altered checks worth a total of $65,071.32.

A program to upgrade rural roads to keep up with development will continue, at least on paper, but its funds will go toward balancing next year’s budget. City Council members rejected a staff proposal to eliminate the roads program. Instead, the approximately $1 million that will be in the plan at the end of June will pay for other services.

Ex-SEAL trainee’s appeal in murder case set for April 14  03/19/09 12:01 AM

The Virginia Court of Appeals has set oral arguments for April 14 in the case of Dustin Turner, a former Navy SEAL trainee seeking release from prison after his co-defendant confessed to killing a young woman by himself. Turner, 33, has been serving an 82-year prison sentence for murder in the 1995 killing of Jennifer Evans outside a Virginia Beach nightclub. His co-defendant and former best friend, Billy Joe Brown, is serving a 72-year term for the same crime. When they were arrested, each man accused the other of being the killer.

Woman dies in Virginia Beach crash A 68-year-old woman died after her car struck another vehicle and then a building in Virginia Beach on Monday night, Virginia State Police said. Barbara Teresa Duzant of Virginia Beach was driving a car on Princess Anne Road when it struck a parked vehicle at Witchduck Road, police said. Duzant’s car continued to travel a quarter of a mile on the opposite side of Princess Anne Road and then struck a building on Oakmears Crescent at 11:40 p.m., police said.

12-year-old Va. Beach girl dies in ski accident  03/06/09 9:12 PM

VIRGINIA BEACH, Va. (AP)—A 12-year-old Virginia girl has died as the result of a skiing accident. Family members say Virginia Beach resident Laila Serpe was injured at Snowshoe Mountain resort in West Virginia on Thursday. She later died at University of Virginia Hospital in Charlottesville. Serpe was on a skiing vacation with her parents, Richard and Linda Serpe, and three brothers for spring vacation.
