A Henrico County judge yesterday ordered William Scott Baker held without bond and set a hearing on an attempted-abduction charge for September. William Scott Baker, who appeared disoriented and apologetic during a brief video appearance from the Henrico jail, was arrested Saturday night after police said he tried to abduct a 4-year-old girl from a parking lot in the 4000 block of Cox Road. The girl’s family and passers-by detained Baker until police arrived, authorities said.

Henrico police have arrested a county man in an abduction attempt of a 4-year-old girl. William Scott Baker, 46, is scheduled to make an initial court appearance Monday after bystanders and relatives of the little girl detained Baker in a parking lot in the 4000 block of Cox Road. Police said the incident shortly after 7 p.m. Saturday at the Innsbrook Shoppes apparently began when Baker attempted to abduct the child as she was getting into a car with two adults. Police said there is no known relationship between Baker and the child.
